Currently on deduction of earnings. Ex out of work so accruing arrears. Are there any further actions that can be taken to enforce maintenance payments now or when he eventually gets a job?

CMS will reduce it to nil while he has no income. Arrears will not be accruing.

If you have a court order instead of CMS involvement he'll either apply to court for a downward variation (which will be granted) or, when you apply to enforce the arrears, he'll ask the court to remit the arrears that accrued when he had no income.
