If someone pays a blackmailer/extortionist in order to end threats against a relative are they breaking the law?

They are not breaking the law but, as Jon65 says, it would be foolish. If they pay they have proved to the blackmailer that they are vulnerable to blackmail, so what is going to stop the blackmailer coming back for more?

It won't end the threats, it'll just ramp them up. But no it's not illegal to pay, it's illegal to threaten in the first place as I'm sure you know - report it.
