Removing ex from joint tenancy.

Will try just to state the facts rather than the rant I feel like going into:-

Joint secure tenancy on a HA property. It was his first and I was added a year later. Ex H moved out around 10 years ago leaving me with £1000’s of rent arrears. I have paid two thirds of these off since he left. Have never missed a payment. He has never contributed. Because of the arrears I was unable to make changes to the tenancy and he remains a joint tenant to this day. I want him off. He wants to be off. The HA will not remove him till the arrears are paid in full. Is there anything I can do? We were divorced last year. Can I take the matter to court and get a ruling that he be removed? Can the HA end the tenancy for both of us if they feel so inclined even though I wish to stay with my two disabled children.

Many thanks for any advice you can give me.
