Emotional Abuse and Safeguarding

Can someone please explain to me why emotional abuse is not a safeguarding issue? Is it the difficulty of proving it? Is it seen less destructive than other types of abuse?

I have level 2 safeguarding but am struggling to understand how the system works.

Emotional abuse is a safeguarding issue
A child protection plan can be initiated because children are at risk of "emotional harm"
I think this often doesn't happen because most emotional abuse never gets prosecuted but hopefully that will change
(I doubt it somehow when financial, physical and sexual violence are so badly prosecuted, but we can be hopeful?)
