Claim for damage

Just wondered if I could get some advice.
We’ve recently had issues with blocked drains, resulting in three visits from a company, who eventually put a camera down to see if they could find out why blockage kept reoccurring.
They found damage to the waste pipe located on the street outside our house, this had caused a pipe to lift and affect drainage. The water service investigated and repaired the damage, and advised us we could put in a claim to have our expenses refunded.

We did this, but it was refuse don the grounds that further investigations should it was a gas company who had damaged the pipe, and told us to claim from them. We have put in a complaint/claim to the gas company but not heard anything since the automated ‘we’ve received your complaint” email.
My question is were the water company correct? Do we have to claim from the gas company who they say damaged the pipe? Or do we claim from the water company, and they then claim from the gas company in turn?
Any advise would be appreciated.
