Please can anyone talk me through the legalities of planning on a park home site?

I have an elderly relative who is concerned because on the site she lives on, the owners keep adding new vans. The local authority do not seem to be able to do anything but we cannot get to the bottom of why.

Residents feel quite intimidated by the owners (who are a national company) and they haven't been consulted. They are all feeling fed up and worried.

Any insights gratefully received.

The owners must have a site licence from the local authority. This is likely to specify how many caravans they can have on the site. The owners can add new caravans as long as they stay within any limit specified in their licence and comply with any other conditions set by the licence.
