You need to get your order for contact enforced abroad, contact ICACU: www.gov.uk/government/publications/international-child-abduction-and-contact-unit-application-form

So he’s taken her out of the country without your permission and without permission of the court? That’s abduction. You need proper legal advice.

The courts will take this extremely seriously, Reunite is an excellent charity that specialises in these types of international disputes, give them a call www.reunite.org

If he has removed her from the country without your consent and without a court order that is child abduction, as MissMalice says. That is a criminal offence.
