Contempt for consent order

Legal question for any legal people out there?

My ex is intent on me spending a fortune on legal fees. Our protracted divorce settlement has so far lasted 4.5years. Basically he'd fail to respond (once for over a year!) or respond with bland excuse to stop me from pushing to court- I've spent tens of thousands on legal fees already :( so was reluctant to lose what I have left!

Finally we had a consent order agreed by him (his favour just to get it done) and it's gone through the court. We had until last week to close bank accounts. I as always did the business side and filled in the forms etc and all he had to do is sign them. The woman from the bank contacted him 7 times via different methods.... nothing! I believe him now to be failing to carry out his side of the consent order!
Question.... If I take him to court to get it done and he receives the details and then sorts it, will I still have to pay the court costs even though it's because of him?

So fed up and just want to get on with my life! :(
