Change of ownership DVLA

I got a surprise letter from the DVLA yesterday where it said that somebody has applied to change the ownership details of my vehicle as they didn't have the V5. I know it's my exh and said that in my reply letter to them. When I called yesterday they said I should just write a letter stating I thought it was my exh and that I'm still in possession of my vehicle but they just won't issue the V5 to this person and won't take any further action. Is there anything else I can do because I'm quite frankly fed up of my exh constantly trying to do these kind of things to me. He already has a fraud investigation by my bank looming over him as he moved one of his direct debits onto my account without my consent, 2 court hearings in August because he's only partially paying spousal maintenance and he wants it reduced only 2 months after reaching a settlement, I cannot pay the mortgage as a consequence as that is what the spousal maintenance covers and now this.

I'm not a lawyer, but I don't think there's anything you can do in this case. The V5 isn't proof of ownership (and says so on the document) and you have told DVLA what's happening. I can see what your ex is doing is bloody annoying, and indeed criminal in some cases. But not this one.

Yes sorry I meant registered keeper. I'm thinking he's trying to get the V5 so he can sell my car from under my nose probably hoping that I wouldn't have been informed by the DVLA
