Contact is dealt with through a Child Arrangements Order. You cannot use a Prohibited Steps Order to deal with contact arrangements. If there is an existing CAO which is being breached you need to apply for enforcement. If there is an existing CAO which does not insist on supervised contact you need to apply to vary that order. If there is no CAO you need to apply for one.
