Lasting Power of Attorney - "jointly and severally"

My parents have made LPAs (property and financial). They have appointed 3 attorneys and the way decisions are to be made is jointly and severally.

Can I check that this allows a single attorney to sign / take a decision alone if necessary?

Thanks in advance.
