Advice on council tax

I signed an assured shorthold tenancy including all bills and council tax a few weeks ago through an Arla letting agent. It's transpired the property isn't registered. We complained to the agent and requested it be registered. The owner insists it's a rent a room arrangement.

I need to put this right as I disagree it's a rent a room arrangement and understand I am therefore liable for the council tax payment.

Can I just confirm that I should be -

Writing first to the letting agent to confirm that the tenancy agreement they wrote isn't a rent a room arrangement, and

Confirm they have written to the council to advise them of my occupancy.

Or, should I simply go to the council with the agreement. This is what I understood and why I understood it but it seems I might be wrong. If I have to pay the council tax initially, then so be it. I just want it put right legally. Obviously I'll claim for a one person discount too as it's only me there.

I don't understand what you mean by registered. Do you mean as an HMO? Are other people living in the property too?
