Does anyone know whether Section 8 of the Terrorism Act 2006 is a hybrid offence? Summary or indictable?

Section 8 offences (attendance at a place used for terrorist training) are triable either way. The clue is in section 8(4) - 8(4)(a) sets out the penalty if convicted on indictment, 8(4)(b) and (c) set out the penalty if convicted summarily. On indictment the accused faces a maximum sentence of 10 years whereas a summary conviction carries a maximum of 12 months and/or a fine.
