What should happen first?

The contracts signing on the house sale or the consent order being signed or the divorce being finalised?

What order are these three things normally completed in and why?

Ideally consent order is sealed by court, before contract is signed on house sale or divorce is finalised.
It will vary from consent order to consent order, as the number of days in which monies are to be paid will vary.

And if he then won't sign to sell the house?

We transferred the property to me before the consent order.

If he refuses to sign the courts can sign on his behalf if necessary.
