How to stop mail coming back to me

Hi all. I been getting mail for someone else at my address he doesn't live here so i put on there this person does not live at this address return to sender and it has come back 5 times now !! Its from dvla (card licence) and also car insurance. Fifth time they have come back despite me putting this person has NEVER lived here and does not live here. Am i doing something wrong?? Surely an establishment like dvla and car insurance should look into this?

I forgot to mention that its a brand new letter not the one i wrote on so they have obviously generated a new one and sent it to this address
