Is a Scottish Power of Attorney valid in England?

My elderly Grandmother has moved to England from Scotland. She set up Continuing Powers of Attorney in Scotland several years ago. I have read on the Office of the Public Guardian Scotland website that this may not be recognised now she is in England. Someone mentioned to me that it might under Schedule 3 of the Mental Health Act 2005. Can anyone with legal knowledge advise if it can be accepted in case of mental incapacity or does she need to do Lasting Powers of Attorney in England while she still has capacity?
