Right to refund

Back in the spring we had some work done in our house to board out the loft for storage. we had several quotes and went with the company that included the cost of building control certification in the quote. They were more expensive but this was the main reason we chose them. Several months have passed and still no certificate. Every time I call they apologise for the delay and say it will be there in the next week. What are our rights here? By not having the building control certificate this potentially negates any additional value added by the work as there's no evidence floors have been strengthened etc. Is a refund an option?

Get the certificate independently. You can recover the cost of this from the builder in the small claims court. You won't get a full refund. Let the builder know what you'll be doing, and give them a final opportunity to put it right.
