legal help with children please????

Can i legally stop my childrens father from seeing them on grounds that he is neglecting them?

I will be seeking legal help tomorrow, but i need to ask this.

I have 2 daughters, aged 9 and 10. their dad doesnt pay maintenance and is sporadic with contact (as and when he feels like it). they have been at his house for the weekend, i have just collected them from him. the older child has an infection, it started about 4 weeks ago, and she was given antibiotics. she then went to her dads and he neglected to give them to her but told me that he had. the infection got worse so i got her stronger antibiotics and it was starting to clear up (its on her skin so i can check it). she went to her dads for the weekend again, and has told me she had a total of two doses of her antibiotics, and with the amount left in the bottle i would agree. she is meant to have it 4 times a day. she has been there since friday after school so has had two doses in two days.

i am beyond livid, he has form for not giving her medication (she has adhd and has ritalin and melatonin which he rarely gives her), also, both girls have come home with no socks, the eldest in bare feet and school shoes, he has no clothes for them (dd1's jumper has a big hole in it), no doors inside their flat as he has broken them all in temper (he was violent towards me until i kicked him out), i dont want them going there again as i feel it is not good for them, and he is neglectful. can i also report him to social services for this?

sorry for the rant, but i am currently incandescent with rage.

Is there a court order in place at the moment?

no, nothing. he doesnt pay maintenance either
