Can I ask if this is legal? They are an odd pair, always gossiping and winding each other up about the latest thing that's making them paranoid, and I suppose it's my turn again, but is it legal for them to have a camera pointed directly up at my bedroom window?

No, they can't do that. You have a right to privacy. It may also be harassment and/or voyeurism.
