Section 20 and sink funds

hi all
I was wondering if anyone knew the answer to this. I know section 20 means that leaseholders have to be consulted about projects that cost more than £250 each - but do they have to be consulted if the money is already in a sink fund?

Yes they do, the consultation is not to do with how it is funded - the sink funds belong to the leaseholders.
