can anybody tell me what is classed as a commercial vechile?

One used for the purposes of commercialism?

I think it might be a definition by use though, rather than any fixed type of vehicle though, iyswim.

For instance a public bus (even a 'mini' bus) is a commercial vehicle, a school minibus is not.
