DVLA late license "offences"

My daughter has received a number of letters apparently double headed with the DVLA at the top left and Rossendales Debt Collection Agency on the right. All purported to be from Rossendales acting on behalf of the DVLA. They were chasing payment of an £80 "fine" for the late licensing of a vehicle she had sold to a main VW dealer. She had received no communication until the first letter from Rossendales. I have written on my daughter's behalf to the DVLA - including copies of the new V5 and the sale/purchase receipt. I have received letters back "sent unsigned" from the DVLA saying effectively that disagreeing with their decision is no reason for them to change their decision. I am totally bemused by this and, as a criminal defence lawyer, I am wondering how many others have experienced this problem???
