Property and care fees

Hi all, my stepfather has just gone into residential care, dementia, as mum can no longer care for him. She owns the property with her name solely on deeds. All household bills in mums name etc. Very small amount of savings. Mum would now like to move closer to us into a warden control property due to her own ill health. My question is does the council have a claim on the owned property towards care fees given that property is in mums sole name? Also could anyone else- ie evil stepson- have any claim?
Any advice appreciated, thank you.
