Local authority "right to buy" scheme house purchase

Hello.
I was wondering if anyone on mn had any experience - professional or otherwise - wrt buying a council house under the RTB scheme?
My mum applied in April and her application was accepted at the beginning of May. It is a cash purchase so no mortgage to be sorted.
She instructed a solitor (my sister arranged this as I was ill) and we got a survey done.
All good.
However...it's now November and we are no nearer to a competition date.
The EPC has still not been done and some remedial work which was done to the property last year under the "decent homes scheme" it appears has not been "signed off"?
I am at a loss to know what to do next.
Every time I or the solicitor phone we are told the same thing...we are waiting for the EPC and the documents/guarantees of the work that was done to the property last year.
Is his normal?
Is there anything I can do to expedite matters?
