Prior Approval notice

I have received a Prior Approval notice relating to proposed work by my neighbour under Permitted Development. I am rather confused because we can comment (and there is a deadline) but the plans "are not required for this type of prior approval notification" and we have to ask our neighbour for more information! I did speak to Planning at the Council and asked what would happen if they wouldn't show us, and she said, flatly, "They have to".

I am rather confused: if it is under Permitted Development, how can we comment and why is here a decision by the Council? Why isn't it a straight-forward planning application? I've never come across it before.

As part of the same situation, she ought to be notifying us under the Party Wall Act, due to where the work is taking place and its proximity to our wall. She hasn't (and she didn't for the loft conversion she did) and we want to make sure she does to try and prevent some of the problems we had with that project. What should we do now?

Is it for the larger home extensions? For those, as long as it's within the size restrictions, it's PD unless a neighbour objects on grounds of residential amenity. The planning officer can then refuse it if they feel it's detrimental to you.
