Does anyone know about safety in communal gardens?

We want to build a tree house in our communal gardens which are run by a committee. We asked them and they gave the ahead (this is minuted). We had plans drawn up and the person who is building it (who has experience) bought the wood. We showed the plans to the committee but they now say no, we can't do it as if there was an accident we could be liable.

The gardens are enclosed with high gates and hedge - entrance by key only although obviously people do get in.

We would put up a sign saying it is used at own risk.

Are the committee being reasonable?

yes they are...because if anybody -including your children - are hurt or injured by this tree house they can be held liable for damages as they gave the go-ahead. what they/you need to do is speak to someone (at your local council?) who can advise you on health and safety requirements and insurance if applicable.
