Altercation!!!

Hiya I'm quite confused I've just received a letter from my council saying that on a certain date they had a report from other households regarding an altercation by my family in the street??

Right time to explain on such a date my daughter cat had kittens 6weeks old they had been spitting at my dog for weeks and she's been growling and this one night she growled and snapped and caught the kitten unfort he died ;((( so anyway we was in our home and my daughter was devastated and very upset and I couldn't calm her down so rang my mum who lives round the corner, next min there was a knock at my door it was the police someone had reported us saying there was a woman in distress (well yea one of my daughter kittens had just died)and anyway we was stood outside explaining to the police but was truely upset and one of them kept saying to me tone it down or you will be arrested (but he was shouting been clever to me) now the council are saying this is an altercation in the street (note we was in the house all the time apart from when the police came how is my daughter sobbing and devastated in my home an altercation in the street???

Please sorry it's a bit long but just want someone to help me ;(((

I believe that an altercation is something in public eg........
A noisy argument or disagreement in public
(In my home wasn't in public)
An angry dispute noisy argument or controversy
