Exclusion order/interdict question?

Hello!
Please folks, I would appreciate some advice on behalf of my friend!
Friend lives in England on a housing estate. This is the same housing estate as her ex sil. In fact due to the arrangement of the estate, their houses share the same street name (the street winds around if tha makes sense) however she cannot see ex sil's house from her house. Friend was there first, family moved in afterwards.

Ex Sil and friend's brother's divorce was/is v messy. 4 children. The ex sil is saying she finds him threatening but also said that he could see more of the children if he paid more child support. He is however paying what the csa advised. Friend and her family have never seen any evidence of violence or abuse between the father and his kids/ex wife, but it is pretty obvious the parents dislike each other. No police involvement or reports of domestic violence.
Father had access rights but ex sil refused to release the kids.
Ex sil has applied for an exclusion order/interdict covering the street. However this is also the street where his sister lives.
Can the ex sil actually prevent the siblings seeing each other? Can my friend do anything about this exclusion order which is essentially dragging her into their messy divorce?
