Boundary Issue

I think I have an unusual boundary issue...

Live next to a plot of land which is part 'ransom' strip attached to development my house is on, part council, part water company...

Very overgrown and when trying to figure out who to badger to cut back trees discover that a strip of the land the other side of garden fence is on my title deeds.

House was bought new and no fence appeared on original plans and no one noticed that plans were different size / shape to actual garden.

I was initially advised that it was ransom strip added accidentally but fact that it's not in line or same size as the ransom plus plot appearing from plan as it stands makes me think that the fence was put in wrong place by builder.

It's a shared ownership house - HA say it's my solicitor & solicitor say they don't hold records.

Any ideas?
