CAFCASS and social services

Does anyone know can CAFCASS access social services records for a child who is not the subject of the court hearing and is not related to either of the parents?

CAFCASS will be able to either parents are linked. CAFCASS check the parents as well as the kids to see if there are any concerns to either

Yes they can but they have to get permission of the parent/guardian of the child.
