Question about the CPSand charging

As I understand it (and please correct me if I'm wrong) the police investigate something and if there's enough evidence they send it to the CPS. The CPS then decide whether there's enough evidence to charge the person.

My question is, do the CPS often decide there isn't enough evidence? Or if the police have enough evidence to send it to the CPS is it more than likely the CPS will say to charge?
