Can anyone explain this new Legislation for April 2014?

So my LO's Ex is posting this all over the internet cause apparently he can now prosecute me from the courts ordering no contact (he still refuses to except it, we don't talk)

This is what he said;

All i can see is about kids in care/being adopted etc (I have my LO)

Can some explain where it say's this? Or is he losing the plot?

Am I right that he is saying he can prosecute you personally because the courts have ordered no contact? If that is the case he is talking rubbish.

The plan is to replace contact and residence orders with child arrangement orders. These are supposed to focus parents on their child's needs rather than their rights as parents. More families will be able to try mediation before going to court and the courts will start from the position that both parents should be involved in their child's life (as they do now). That does not mean he will get contact when this becomes law. That depends on whether or not the courts think contact would be safe and consistent with the child's welfare.

The court ordered no contact be LO would do nothing but get hysterical whenever he was near him (it was in a contact centre) he then refused to pay for the contact sessions and gave a reason that nobody on his family could be a third party (not that I'd let them because they've never me LO or me and he threatened to kidnap LO) because his parents are OAP's they can't supervise. I offered myself, him, LO and a third party that I knew and he said no it wasn't worth it. He's an arse
