What is the difference and if I were to start a new claim now would I still use the csa?

The primary difference is that the CSA deals with payments under the maintenance schemes introduced in 1993 and 2003, the CMS look after the new gross income scheme.

You apply to the CSA. They will tell you whether your claim will be handled by themselves or the CMS.
