Can a landowner take action?

We have a garage area at the back of our home that is owned by a housing association, we are having problems whereby my neighbour is causing a nuisance by revving cars and bikes etc and using foul language loudly by the fence to aggravate me.

The person causing the problem is not a tenant of the housing association so they are apparently not able to take any action against him. Can they not take action as a landowner? Or does it purely have to be the Police?

What about for instance if there were travellers on the land surely they have powers then? how does this differ?

I don't really understand - if the housing association own the land, then how is the person using the garage not their tenant?

They are not using the garage, they are just in the garage area. And sometimes driving their bike across it.

How loud and how frequently is it? Is it at unsociable times? It might be something that environmental health could take noise readings on. It does sound like a nuisance.

Is your neighbour using it intermittently, or has he set up equipment etc which suggests he is using it permanently for his own purposes? Is it his business or a hobby?

When you say he is doing it to aggravate you, why do you think this is? Is there a history here? The police could potentially look at this as a harassment issue, but it may be difficult to prove. Any type of legal issues with neighbours are notoriously long running and stressful, so I would avoid that route if at all possible.
