Dss not named on birth certificate

I would be greatful for any advice please.
My dss ex girlfriend registered the birth of their son without telling dss.
Ex has stopped all contact now telling dss that children are fine without him( she has child from previous relationship who calls dss daddy), and that he should move on.
He is going to get a parental responsibility form I think it's called and ask her to sign it . Which I think is very unlikely .
What does he does he do next , I know he will need to see a solicitor , but as he works its only part time , realistically he probably won't be able to afford the costs and sadly at the moment we are not in a position to hand over lots of money although we will give him what we can .
Can anyone offer any advice as to what we can do to proceed to try and get some sort of access for dss .

If she refuses access he will have to go to court for a contact order. He could represent himself to save money. There are no complex legal issues involved.

I would try mediation first. Citizens advice will have details of local mediators. It's much cheaper than solicitors and may get better results. If that fails he can apply for parental responsibility and contact (it's called contact not access in the uk) order. This can be issued at a county court or a magistrates court which hears family proceedings. The court website has the forms and some basic information sheets. If you can avoid court do so, the courts are overloaded with litigants in person and you will not get a quick resolution.

We are ready for this to take a long time and to have to fight ex . Her daughter has no contact with her real father because she dosent want her to . So we know how stubborn and nasty this woman can be sadly .
