Meeting a childs needs under the childrens act

How much does this affect a contact case when the father had never met a 7 year old. what does is actually mean. thanks in advance. the act also mentions how will big changes affect the child, what are major changes?

probably open to interpretation. you/your solicitor can point out what the major changes would be in your partiucalar case.
