Ex retracting holiday permission

Evening All, please can anyone advise me on taking my DD abroad without the permission of my ex? He has PR so before I booked a weeks holiday to Majorca this summer I checked he was ok with me taking her abroad. He gave me permission verbally so I booked the hoilday.
We are due to go in 2 weeks and he has now told me I can't go and he will cancel her passport.
This is a purely spiteful reaction as I have refused permission for him to take her for a 2 week holiday to Cuba later this year.
My reasons for saying no is because she is only 20 months old, has never lived with him and has never stayed with him for more than one night. He has never asked to have her for longer periods of time to build up to a holiday eventually. I offered full weekend contact every other weekend but he refused preferring one night every week. We don't have any formal contact order in place and I explained my reasons during a recent mediation session.
I am not saying no forever just no while she is so young and is unused to spending long periods of time away from me.
Can he stop me going on holiday? I have her passport and it was issued to me, can he cancel it? She has the same surname so that's not an issue when travelling.
Any advice would be appreciated, thank you :)

Apply to your local county court immediately (telling the counter clerk the reason for the urgency and why, and the deadline for the actual hearing you need) for a specific issue order. You'll be asking for permission to remove your child from the country for up to 4 weeks at a time. The court might decide to grant you a residence order (same effect re going abroad) instead. You need to go on the hmcts website and download forms C100 and FM1. Good luck.

Thank you so much Collaborate, I got all the forms sorted and then he had a change of heart. So we are going away without having a battle first!
Great advice I will certainly remember in case I ever need it again.

Have you got his permission in writing though? What is to stop him withdrawing his permission again?

I tend to agree with Collaborate. If he has threatened it out of spite once what is to stop him doing it again?
