Who is responsible for a retaining wall?

My Mothers garden is higher than her neighbors,it is retained by a wall-would anyone know who is responsible for that wall?

She is under the belief that as her house predates the neighbors by at least 100 years and the footings are on the neighbors side it is not hers...

The deeds should hopefully provide the answer. If they are silent, the neighbour's deeds might give a clue. You can get office cooy entries of each title from the Land Registry for £4 each. You can do it online too.
