Party wall - Not agreed and neighbours have started...

We have a wall at the front of our houses that seperate our paths. Our neighbour told us that he needs us to sign a party wall agreement for something. Didnt say what and we told him to write to our landlord (nothing in writing has shown up)

Today, I have noticed they have removed bricks from the top of the wall. We are having all sorts of problems with them so I am not saying anything.

Where do we stand?

Has it gone straight to the landlord? I would just make the landlord aware.

My landlord is my brother! He hasnt received anything in the post about this.

If he's the property owner, why isn't he sorting it out? It's for him to speak to the neighbour, not you.

We were waiting for the party wall agreement request to come through. He is coming round later as are the police to speak to him about other matters. Im just shocked that he has started without agreement.
