Teen parents and housing question

This is actually for a novel, but I want to know what the real life situation would be. Dunno if this is the right place for it but it's the closest I could get.

If you had theoretically two parents of a newborn who were sixteen and seventeen, would they be able to live on their own with the baby? Assume the seventeen year old is working and the families help out and stuff so they have enough money to live on...would they be able to rent somewhere privately or do you need to be eighteen to do that? I'm sure I've read/heard/seen about teens with their own babies alone or with partners in council housing but also I know that they don't want to encourage kids to have babies just to get their own place so they get limited benefits and so on unless they're totally estranged from the family as their own family should still be financially supporting them. Would they generally only end up in a council place then if the council agreed they literally couldn't fit in either family home? And would a private landlord rent to them or insist one of them had to be eighteen?

You're legally allowed to leave home at 16 afaik. Although I do believe you have to be 18 to sign contracts for gas and electric supply Confused. I think they'd probably have to have their parents as guarentor on the rent agreement.
