Advice needed re tanancy contract

My mum moved into a rented property last August and was told by landlord that water rates were included in the rent
Yesterday she recieved a water bill from August 2010 till April 2012, when she contacted the Landord she was told that the water rates were not included in the rent
I took a look at her contract and it states 'The Landlord will pay for all water rates including, sewerage rates, assessments and outgoings in respect of the Property (except for council tax, and charges for the supply of gas or electricity, light and power or use of any telephone)'

So my question is, who is liable for the water bill?

On that wording there is absolutely no doubt that his is responsible for paying the water rates.

I have let her know but DSDad is saying to just pay it and not to rock the boat, am trying to convince her otherwise but we shall see

No, definately don't let her pay it. Send a politely worded letter to the landlord saying that as the tenancy agreement clearly states in section ??? that the landlord will pay for all water rates you can only assume that it was a mistake for her to receive a bill.
