Probate share price

Can anyone answer this?
When someone dies and the probate value of investments has to be determined, what is the case if one of the shares prices in a company has been suspended, in this case, at 15p? Is the value zero?
Also, if subsequently the shares are deemed of negligible value, in this case 6 months after death, cannot a loss be declared - ie 15p/shares to be offset against gains?
