european funding law?

Does anyone know where I need to go to find someone who would know about European funding and the law.
We have a situation about who is the owner of a particular asset funded with european and council money (who paid 60%) along with a private company,(who paid 40%)
Does that mean that the council are co owners alonside the private co.?
It's a lot more complicated than this but that's the first question really.

If the European and Council money was in the form of grants it belongs to the private company, although the terms of the grants may impose conditions on, for example, use of the asset.

Yes there are conditions but the company is not adhering to them.
We are in posession of the asset with their permission and running a small social enterprise but the co. is now asking for it back to do a rival social enterprise.
