hi my aunty is moving away with 3 of her kids but her 13 and 17 year old want to stay iv agreed to look after them but don not have room as only a 2bed flat and a son myself would she be able to sign her council house over to me or would the best route be to do a 'mutual exchange' before she leaves?help please!!thank you in advance
