restraining order question

Very delicate situation so don't want to give too many details but am beng asked for advice/support and I ahve no idea how these things work...

Friends relationship has broken down and he has been served with a 12 month restraining order on him so he isn't allowed to see or contact ex or their dc or return to the town where they live (he has moved a short distance away)

Much of what was in the order is hearsay, some lies (which I can vouch for as being outright lies), many many factual errors but also some stuff I do sadly believe (although not anything violent/aggressive)

My main questions is can such a serious and long restaining order be served when there has been no acts of violence, threats or police involvement (ever) and no 'investigation' or assessment to determine whether the accusations in the order are based on fact? Where should friend go next in trying to re-establish access to his dc?
