Help!

Does anyone know where on the Internet I can find regulations governing signage of Pay and Display car parks?

I have received a parking ticket for parking without displaying a ticket and I am writing to protest my innocence! I didn't know it was a Pay and Display car park because the signs were so poor... only one sign that I didn't see because the print was so small... thought it just said the name of the car park!!

I have googled but can't come up with anything relevant! It must be there somewhere.

Was it a local authority car park?

What details are written on the parking ticket, Has it got your registration number and the correct address of the car park. Are all the details of time and date all correct?

Where have you got to send the fine money to?

My brother swears if its not a coucil carpark you don't have to pay any fines. Not sure how true it is.

He got fined once for being on the line of a space in a private pay and display carpark (they said he was over the line). He refused to pay, they wrote him nast yletters threatening all sorts and he just responded saying he was disputing it, etc and they gave up. He reckons you have to respond to the letters though, not ignore them.
