My dsis is marrying a Norwegian this year and they need a certificate of non-marriage thingy for him.
He has been resident and paying tax in the UK since 2002 so Norway can't do it but they can't find out where to go in the UK to get something?

Where are they getting married? There is no requirement for any such certificate in England or Wales unless he has been married previously. If he has divorced he needs to produce the documentation related to that. If his first wife died he needs to produce her death certificate. English translations will also be required.

Thanks, he hasn't been married previously and they are getting married in Norway and then a blessing in England a week later, so Norway need a certifictae saying he hasn't been married here.

They can go to a solicitors who specialize in Oaths. They both " swear" they have not been married before.
It is a Stautory Declaration" that is signed by both themselves and "noted" by the Lawyer.
Cost is minimal (less than £50 - depending on Solicitor)

Will pull out old paperwork, if you need further Information on what is to be written. HTH.
