When we have dinner, my kids 6yo twins and9 and 12 all shout over each other and get annoyed that they aren't being heard.

Wooden spoon method. Only the person with the spoon can talk.....

Take it in turns. Absolute rule at our table and I've only got dts. Not just at the table either.
