Helping the middle child to adjust

Hi everyone.

Dd3 is 12 weeks old and our 5yo dd is struggling to adjust. We have had months of terrible attention-seeking behaviour, lots of emotion (anxiety, anger etc) and this evening she hit the baby. Not hard enough for the baby to notice but still a hit. And not in response to anything the baby had done, just because I wouldn't let her have the dessert she wanted.

I feel like we've tried everything. Sticker charts, consequences, plenty of 1:1 time with us.

I thought she'd be old enough to deal with it. I don't know how to help her.
