Well in general yes. Some business offer grants to their employees to start business for example. There maybe area or industry specific grants available as well. You can also seek funding from private investors or funds. You can approach directly, approach through an intermediary like a consultancy firms or a website that raises money for start ups. You can also seek a business loan from a bank or someone you know.

You won't qualify for any start up loans or grants until you show that the business is viable. The term start up loan or grant sounds odd as usually the loans and grants are given well into the start up, usually once you're trading unless you have an idea that on paper would be revolutionary. You'll be on your own to begin with and have to raise funds yourself or via private investors that want to take a punt. The bank and government won't fund just a business idea, they want 100% concrete proof that the business will be viable enough for them to get their money back plus interest or in the government's eyes, that the business will generate returns for them like VAT, corporation tax and PAYE
